Overview
Filzah I. Pavalon is the founder of Pavalon Law, a boutique law firm focused on healthcare law, criminal defense, and complex litigation.
Her healthcare practice centers on advising providers, practices, and healthcare businesses on regulatory, compliance, operational, and business matters. She counsels clients on healthcare transactions, privacy and information-sharing requirements, fraud and abuse laws, government investigations, and day-to-day legal issues facing healthcare organizations.
Filzah also represents individuals and businesses in criminal and civil matters. Her criminal defense practice focuses on serious felony cases, post-conviction proceedings, wrongful conviction matters, and government investigations. She has represented clients facing state and federal prosecution and has experience handling complex investigations and enforcement actions.
Before founding Pavalon Law, Filzah represented individuals, business owners, executives, and public officials in state and federal proceedings. Her experience spans healthcare law, white-collar defense, criminal litigation, regulatory matters, and complex civil litigation.
Filzah’s background combines healthcare, science, policy, and law. She previously worked at the U.S. Department of Health and Human Services, where she contributed to the implementation of provisions of the 21st Century Cures Act. Prior to law school, she earned a master’s degree in biomedical informatics and worked in healthcare and health policy settings, including at the American Medical Association and the University of Chicago.
Outside of her legal practice, Filzah co-owns and operates Toy Court, an independent toy and hobby store in Libertyville. Her experience building and managing a small business provides her with firsthand insight into the challenges faced by her clients.
Filzah earned her J.D. from the University of Virginia School of Law, where she served as Submissions Editor of the Virginia Journal of Law and Technology. She also holds a Master of Science in Biomedical Informatics from the University of Chicago and a Bachelor of Arts in Chemistry from Gettysburg College.
She is licensed to practice law in Illinois and Florida.
