Filzah Pavalon

Overview

Filzah I. Pavalon is a healthcare and defense attorney whose practice blends regulatory insight with significant experience in state and federal investigations, prosecutions, and complex litigation. She is the founding attorney of Pavalon Law, representing clients across the healthcare, life-sciences, and wellness sectors while also defending individuals and businesses facing criminal investigations, enforcement actions, and other matters federally or in Illinois.

Legal Experience

Before launching Pavalon Law, Filzah practiced at a premier white-collar crime and complex commercial litigation firm. Filzah represented elected officials, business owners, and corporate executives in high-stakes federal and state matters. Among other successes, she obtained favorable settlements, defeated U.S. Securities & Exchange Commission (SEC) subpoena enforcement action, and obtained probationary and below-guidelines sentences in cases involving fraud, cybercrime, and trademark-counterfeiting. 

Filzah has also practiced in civil litigation and clerked at a national healthcare law firm, gaining experience across healthcare regulatory issues, administrative law, and federal policy matters. 

Filzah received her law degree from the University of Virginia School of Law, where she was Submissions Editor for the Virginia Journal of Law and Technology.

Healthcare & Regulatory Background

Filzah’s healthcare foundation began with volunteer work at hospitals. She later pursued pre-med studies and earned her bachelor’s degree in Chemistry before joining AmeriCorps. Over time, she landed on a career with broad reach—one that combined science, policy, and advocacy.

Filzah’s experience includes serving at the U.S. Department of Health & Human Services (HHS), where she contributed to developing the information blocking regulations under the 21st Century Cures Act. She also brings training in healthcare informatics from the University of Chicago and contributed to both the AMA Journal of Ethics and the AMA Code of Medical Ethics.
